TO:               ALL DEVELOPMENT MANAGEMENT PANEL MEMBERS

Dear Councillor,

DEVELOPMENT MANAGEMENT PANEL– 18 October 2010

I attach changes that have been made to the agenda for your information.

A REPORT ON AN AMENDMENT TO THE SCHEME OF DELEGATION IS INCLUDED AS ITEM 5 IN THE AGENDA BUT IS NOT LISTED ON THE COVER SHEET.  AS A CONSEQUENCE, THE DEVELOPMENT MANAGEMENT REPORTS ARE LISTED AS 5(a)-(i) ON THE AGENDA COVER SHEET BUT 6(a)-(i) AT THE TOP OF EACH ITEM.  THE ITEM NUMBERS BELOW RELATE TO THE ITEM NUMBERS REFERRED TO AT THE TOP OF EACH ITEM NOT THE NUMBERS REFERRED TO ON THE AGENDA COVER SHEET

Agenda Item No.

Proposal

Amendment Details

6 (a)

Erection of four dwellings on site of an old warehouse – land at and including 86 High Street, Ramsey.

Amended plans and elevation received from applicant. Attached as pdf above. Minor changes to elevations as recommended by Urban Design Officer. Willing to accept a condition regarding the provision of a column in the centre of the double span carport if required. Other details eg materials can be reserved by condition.

6(c)

Erection of a three bedroomed house attached to no 13 Stirling Road St Ives

Letter of objection from Mr M Crier 9 Stirling Road. The proposal is an eyesore and will degrade the area. The dwelling is not needed and will set a precedent for similar development elsewhere. It will turn St Ives into a concrete jungle. Huntingdonshire planning has set standards to which other towns would like to aspire.

Letter from owner of no 15 Stirling Road. Repeats his original objections

6 (e)

Erection of detached dwelling following demolition of single storey brick structure which formed part of previous barn now collapsed, Outbuildings at Westward Farm, The Green, Winwick

Paragraph 1.4 of the Officer Report has a line missing and the last sentence within the paragraph should read “The Agent has now advised by email that all the timber frame and original pantiles that have been removed from the site are in storage”.

6 (h)

Erection of seven dwellings, land north of 2 Owls End, Bury

Copy of decision notice, block plan and street elevation of application 0900389FUL as referred to in paragraph 4.1 of report, but not copied as stated.

Attached above as pdf

Comments from Environmental Health Officer – the previous application was accompanied by a land contamination risk assessment, the recommendations of which were acceptable. If planning permission is granted, the developer should comply with its conclusions and recommendations.

6(i)

Erection of dwelling, land At Homefields Nursery

Station Road, Catworth

Cambridgeshire County Council Highway Authority – The following comments are made:

·         The visibility should be 2.4m x 70m

·         The access will be required to be constructed to current County Council specification.

·         Turning and parking shall be provided within the site so as vehicles can enter and leave in forward gear.

·         For single dwelling any gate shall be set back by a minimum of 6m from the edge of the carriageway running surface.

Conditions to be appended to any consent granted including access details, visibility splays, parking provision, turning area, any gates to be set back a minimum of 6m from the near edge of the highway carriageway, gradient details and drainage measures to prevent surface water run-off onto the adjacent public highway.

Yours sincerely,
